Citizens and businesses can look forward to better and more citizen-centric services with the establishment of the new Government Technology Agency of Singapore, or GovTech. GovTech will spearhead the Government’s digital and data initiatives. It will partner public agencies, the industry and citizens to transform public service delivery through the use of technologies such as data science and analytics, artificial intelligence and machine learning.

Ms Jacqueline Poh, CE of GovTech, will start with a presentation about GovTech’s strategy in spearheading digital transformation in the public sector, and how the agency is supporting Singapore’s Smart Nation journey to improve the lives of citizens.


Mr Alexandre Parilusyan, VP Asia Pacific South Business transformation of Dassault Systemes, will join her for an interview after.

About the Speakers:

  • Ms Jacqueline Poh, Chief Executive, Government Technology Agency (GovTech)

Jacqueline is the Chef Executive of the Government Technology Agency of Singapore. With key competencies in infocomm technology and related engineering, GovTech’s mission is to empower a nation of possibilities through technology.


Jacqueline and her team partners a wide range of government agencies to deploy digital, data science, IoT and other technologies to deliver public impact, as well as to ensure the resiliency and cybersecurity needs of government systems. She plays a leading role in the Government’s Smart Nation and Digital Government initiatives.


Jacqueline was previously Managing Director of IDA, and has held key positions in the Ministry of Manpower, the Ministry of Finance, the Prime Minister’s Office and the Ministry of Defence. Jacqueline was awarded the Public Administration Medal (Silver) in 2014.


Jacqueline graduated from Oxford and Cambridge, and also has an MBA from INSEAD. She serves on a range of boards including the Infocomm Media Development Authority, Defence Science and Technology Agency, Institute of Systems Science, Singapore Pools and St Luke’s Eldercare.

  • Mr Alexandre Parilusyan, Vice-President, Business Transformation, Asia Pacific South, Dassault Systèmes

As Vice-President of Business Transformation in Asia Pacific South, Alexandre Parilusyan actively contributes to Dassault Systèmes’ business growth and customer satisfaction.


Parilusyan held several instrumental positions in enterprise sales management and business transformation in the Aerospace, Transportation and Automotive industries at ComputerVision, EADS and SIEMENS prior to joining Dassault Systèmes in 2010. He also leveraged his business consulting and services experience to deliver complex business solutions as the Automotive Business Solutions leader at IBM Business Consulting Services, covering the EMEA region.


Parilusyan has in-depth knowledge on the smart cities domain, exemplified by his interaction for the Virtual Singapore project on 3DEXPERIENCity platform and has developed many innovative solutions in sustainability and mobility for governments and enterprises. He has a stellar track record of successful customer engagements and in managing international program teams.
