Francois-Regis BoulvertInternational Scientific Cooperation Director of Naval Group
François-Régis BOULVERT is an Engineer, Naval Architect, and a Scientist as well as an experienced Manager. He graduated from ENSTA Bretagne 1990, from University of Nantes in 1996 and from Paris 1 Panthéon-Sorbonne for a Master 2 in administrative law in 2010.
He started his career in 199O at DCN Brest. He was in charge of weapons systems Integration and Maintenance for launcher submarines.
In 1995, he realigned training for defense naval specialist. He consulted, engaged and cooperated with universities and industries. He opened offshore course in ENSTA BRETAGNE and developed new training courses and Research with Universities. He did his research on welded material structure at Nantes university.
In 1997, he became the Naval Architect of the tripartite Horizon frigate in London. He led and monitored progress of subject matter experts working group.
In 1999, he came to Paris to organize work and prepare contract for the IT-Fr Horizon programme. He was still the governmental naval architect of the frigate.
In 2001, he became Deputy Defense Equipment attaché in London Embassy.
In 2004, he joined, DGA Information superiority near Rennes to become cooperation focal point of this Research Center which is specialized in Communications and information systems, C4ISR, Electronic warfare and Cyber.
In 2010, he became head of sensors and EW division with 130 people and very specific test benches and RCS measurements facilities.
In 2014, he joined NATO Transformation Center in Norfolk Virginia. He launched the Federated Mission Networking (FMN) program, FMM which gather today 36 nations and is the reference for all the interoperability in coalition.
In September 2017, DGA called him back to take the job of Deputy Director of Australian Future Submarine Export programme in Cherbourg, where he coordinates governmental actions and lead the installation of Australian Office in Cherbourg.
In summer 2018, he joined NAVAL GROUP as international scientific cooperation director. He is based in TECHNOCAMPUS OCEAN in Nantes where is located the Headquarter of the Innovation and expertise directorate of NAVAL GROUP. He is in charge of the internationalization of the Research and Development of the Group. In particular, he coordinated the creation and structuration of Naval Group R&D Center of Excellence in Singapore, Adelaide and Brussels. In Australia he coordinated for Naval Group the creation of the International Research Lab Crossing with CNRS and 4 Universities. In addition, he contributes to European Cooperation in the Naval Defense domain
He is Knight of the National Order of Merit and Knight of the Légion d’Honneur.
