About the speakers
H.E. Mr Sok Chenda Sophea - Minister attached to the Prime Minister, Secretary General of the Council for The Development of Cambodia
H.E Mr Sok Chenda Sophea is the Secretary General of the Council for the Development of Cambodia (CDC), the highest decision-making level of the Royal Government for private and public sector investment which is chaired by the Prime Minister of Cambodia and composed of senior ministers from related government agencies. H. E. Mr Sok Chenda Sophea is also a Vice-Chairman of the Supreme National Economic Council and previously held the position of Under Secretary of State of the Ministry of Tourism from 1993 to 1997. Before joining the Royal Government of Cambodia, H. E. Mr Sok Chenda Sophea was working for private companies in France where he graduated from the Faculty of Economic Sciences - Aix en Provence.
H.E. Mrs Eva Nguyen Binh - Ambassador of France to Cambodia
H.E. Mrs Eva Nguyen Binh started her career in 1994 at the department of the Americas as desk officer at the French ministry of foreign affairs. After 14 years working in various embassies as First secretary (India, Portugal) and departments of the ministry of foreign affairs, Mrs. Eva Nguyen Binh joined Michelin’s public affairs department. She was appointed Counsellor for cooperation and cultural action at the Embassy of France in Vietnam in 2013 before joining the French Embassy in Cambodia as Ambassador in June 2017.
Mr Philippe Baudry - Counsellor for Economics affairs for Cambodia and Laos
Mr Philippe Baudry hold a degree in public law from Université Paris II-Assas, a bachelor in Political Sciences from “Sciences-Po” Paris and was a trainee of the National School of Administration (ENA) from 1985 to 1987. Former auditor at the French National Audit Office “Cour des comptes” in Paris, Philippe Baudry became more familiar with emerging markets from 1994 when he was Head of the “Emerging countries macroeconomic studies” division of the French ministry of Economy and Finance. Since then, he worked in Moscow, Morocco as Minister Counsellor for Economic Affairs before being appointed Senior advisor for Development in Beijing and member of the AIIB board of directors from 2015 to 2018. Philippe Baudry is Counsellor for Economics affairs for Cambodia and Laos since 2018.
Mr Sopha Min - Deputy CEO - BRED Group in South-East Asia (Cambodia, Myanmar & Lao PDR)
He was one of the pioneers of BRED Bank Cambodia since 2016. He started as Head of Corporate Banking for BRED Bank. Prior to joining BRED, He spent 11 years in ANZ Cambodia, holding various position in Corporate, Commercial, SME, Retail Branch Network, Global Market, Operations. He was also seconded to ANZ Singapore. He started his first career with a largest local bank; ACLEDA Bank.
Mr Sopha has a sound insight about local market and international network, particularly from his experience in different role from Local and International Bank; and his expertise in Corporate Banking serving both local and multinational customers segment.
Mr Michel Cassagnes - Managing Director - Archetype Cambodia and Country Representative of the Council of Tall Building and Urban Habitat (CTBUH)

Mr Michel Cassagnes, Architect & Managing Director of Archetype Cambodia & Lao, has more than 18 years’ experience in the region. Michel Cassagnes is actively involved in the construction industry in Cambodia through various EuroCham Committees – Real Estate & Construction and Green Biz – with a focus on green buildings.
Mr Arnaud Darc - CEO - Thalias Group

A French Entrepreneur, Mr Darc first arrived in Cambodia in 1994 and subsequently cofounded the Amanjaya Pancam Hotel and KWest restaurant in Phnom Penh. From 2006 to 2009, he became a Partner and Managing Director of two CityStar Investment Fund Companies. He was President of the French-Cambodian Chamber of Commerce in 2014 and 2015 and serves as the Executive Treasurer of the Cambodia Tourism Federation. Mr Darc is currently the Chief Executive Officer of the Thalias Group employing over 400 people. Arnaud Darc has been awarded the title of Knight of “l’Ordre national du Mérite” by the French government. He has been Chairman of EuroCham since 2016
Mr Soreasmey Kebin - founder - Confluences Consulting

Of joint French and Cambodian heritage, Mr Soreasmey Kebin was born and raised in Lyon where he completed separate Masters in International Management and Defence & International Security before taking the decision in 2002 to join his father in Cambodia. Relying on the experience gained through developing a diverse range of brand distribution, media, IT, marketing and communications companies, Soreasmey founded Confluences in 2014 with the aim of using his knowledge to provide support to other local and foreign companies seeking to establish or expand in Cambodia and its neighbouring countries. Beyond his own enterprises, he has also worked as a political consultant and has a long-standing engagement with the French Chamber of Commerce & Industry in Cambodia (CCIFC), of which he is currently serving a second term as Vice-president. He is the co-President of French Tech Cambodia, and Vice-President of the Cambodian MMA Federation. From 2010 to 2017, he was the founding President of Anvaya, an organisation created to bring together Cambodian returnees
Mr Guillaume Massin – Partner & Managing Director - DFDL Cambodia
CCIFC Chairman
Mr Guillaume Massin is Partner and Managing Director at DFDL Cambodia and Deputy Head of the Regional Real Estate Practice Group. His practice covers Property, Corporate and Commercial, Criminal Law and Procedures, and Technical Assistance consultancy. Guillaume is team leader on a number of major real estate and agriculture-related projects in Cambodia. He has played an important role in landmark deals, has advised international groups on land use rights and construction permits, has assisted banks and private equity funds, and has supervised the acquisition and structuring of hotel and resort projects including negotiations with the Royal Government of Cambodia. He has also worked on land development projects for factories in Special Economic Zones.
