CHUNG DalsonDirector (Industry Development and Promotion Division), National Environment Agency (NEA)

Mr Chung Dalson is currently the Director (Industry Development and Promotion Division) with the National Environment Agency (NEA) and the Managing Director of the CleanEnviro Summit Singapore.  NEA, one of the three Statutory Boards of the Ministry of Sustainability and the Environment (MSE), is the public organization responsible for ensuring a clean and sustainable environment for Singapore.

 

Mr Chung spearheads NEA’s efforts in developing the environmental industry in Singapore to meet local needs and help environmental companies globalize, especially in the waste management and the cleaning industry sectors. To this end, Mr Chung led an inter-agency team in the formulation of the Industry Transformation Map for the Environmental Services Industry which is now in its implementation phase. Mr Chung also established the CleanEnviro Summit Singapore as an international knowledge and business exchange platform for the environmental sector.  Mr Chung is involved in several overseas environmental projects as NEA’s principal consultant.

Mr Chung was educated in Singapore and Germany. He was awarded the Singapore Government Scholarship in 1977 and obtained his bachelor degree in Structural Engineering from Essen University in Germany in 1982 and his Master of Science in Civil Engineering from the National University of Singapore in 1989.  He later obtained his Master in Business Administration from the National University of Singapore under the Singapore Government’s scholarship for post-graduate study in 1996.

After graduating from Germany, Mr Chung joined the then Ministry of the Environment (ENV) in 1984 and has since held various appointments in ENV, NEA and MEWR.  He started his career in ENV as an Engineer in the Sewerage Department and Drainage Department before becoming a Senior Engineer with the International Environment and Policy Department.  He was later promoted to Chief Engineer (Waste Minimisation) of the Resource Conservation Department in NEA. He was also Head (Operations) of NEA’s Environmental Health Department from 2004 to 2006 before being seconded to MEWR as its Director, 3P Partnership Division from 2006 to 2009. He was the Director of Sustainability Office in NEA from 2010 to 2017 which was a concurrent appointment to his current appointment of Director (Industry Development and Promotion).

Mr Chung is a Board Director and Member of the Singapore Green Labelling Steering Committee of the Singapore Environment Council.  He chairs the Technical Committee on Solid Waste Management, is the Deputy Chairman of the Environment and Resources Standards Committee and a member of its Standards Council of Enterprise Singapore.  He is a Fellow and Vice-President of the Institution of Engineers Singapore (IES) and chairs IES’ Professional Engagement Group as well as the Sustainability Cluster.  He is a Chartered Engineer (Environment and Water) and a member of the IES’ Chartered Engineer Board and the Engineering Accreditation Board.

He was conferred the Long Service Medal in 2007 and the Public Administration Medal (Bronze) and the Public Administration Medal (Silver) in 2003 and 2019 respectively for his contributions and distinguished service to the public service.  He was also conferred the Partner of Labour Movement Award in 2019 for his efforts in fostering relations between the Union and the National Environment Agency to effect better wages, welfare and work prospect for workers.
